How can you can make an already outstanding Local Enterprise Partnership exceptional? This is the challenge that has fallen to our new director Rob Dunford. Rob, newly-appointed Assistant Director for Business Delivery, plans to step up our business engagement to enable us to allocate, as efficiently and rapidly as possible, all our funding from the Government, and to help ensure infrastructure projects and the associated homes and jobs are delivered with minimal delay. His appointment follows the Annual Performance Review the Government's performance assessment of all LEPs in governance, delivery and strategy. Overall, Enterprise M3 was deemed in 2018 to have "good performance, with many exceptional features" (there are four categories ‘exceptional', ‘good', ‘requiring improvement' and ‘inadequate'). Enterprise M3 LEP will be undertaking detailed work on its emerging Local Industrial Strategy this spring, ahead of its planned publication later in the year. Our Strategy will outline how the Enterprise M3 region can contribute even more to the UK economy, through an approach that benefits communities and residents across the area. The Local Industrial Strategy will be aligned with the National Industrial Strategy, and approved by Government. Priorities will include establishing Enterprise M3 as one of the UK's first regions for cutting-edge digital connectivity which will provide more opportunities for the hi-tech, high-value industries are important enablers of economic growth in the region as well as benefiting residents and public services. ‘Exceptional' levels of operations are in place at Enterprise M3 LEP, and Assistant Director Operations, Rachel Barker, is heading the drive to ensure that we maintain our excellence and never become complacent. In a nutshell, Rachel "focuses on the smooth running of our organisation" and ensures "we are maximising our resources to benefit the economies of Surrey and Hampshire". No easy feat when you are dealing with £250m of capital funding which is available over 2015-21. Legal agreements, contracts, due diligence, accountability and transparency are all part of the process. Enterprise M3 operates within the Government's National Assurance Framework which sets out its governance arrangements, policies and protocols, and the relationship with the accountable local authority including management of funding. Enterprise M3 has held the first in its series of Brexit Clinics to reassure businesses that preparing for the UK's EU withdrawal need not be a daunting operation. The event at Guildford's Guildhall on Friday (February 8) was supported by a range of partners including the Enterprise M3 Growth Hub, Guildford Borough Council and Surrey Chambers of Commerce. Sarah Butcher, senior membership manager for Surrey Chambers led the panel discussion. She shared results from a Chambers survey that revealed 63 per cent of businesses have made no preparation for Brexit so far. To counter this, Enterprise M3's Growth Hub has organised 14 clinics across the region to support businesses with expert advice in the Brexit run-up and beyond. Enterprise M3 has earmarked £6.7 million for plans to increase capacity and reduce traffic congestion in Farnborough, as well as improving walking and cycling connections.
The finance from the Local Growth Fund is the main contributor to Hampshire County Council's £8.7 million traffic and transport infrastructure improvement projects. The remainder is made up of developer contributions.
A scheme at Lynchford Road was given the go ahead by Councillor Rob Humby, Executive Member for Environment and Transport at Hampshire County Council, at his recent Decision Day meeting.
Councillor Humby considered a report on the project and agreed detailed design could go forward on the section from the A331 roundabout to and including St Alban's roundabout.

The Enterprise M3 region is at the heart of the UK's growing, multi-billion pound space industry, a new report has confirmed. The South East has 368 organisations engaged in space-related activities, according to the analysis by London Economics, and tops the table. Enterprise M3 has approaching a third of those with an impressive 108 of the South East's space businesses - 30 engaged in space manufacturing, 8 in space operations, 40 in space applications and 30 in related services. The report, the ‘Size & Health of the UK Space Industry 2018 - A Report to the UK Space Agency" also found the national space industry employed 41,900 people and generated £14.8bn in 2016/17. London's income was £9.3bn compared to the South East's £1.7bn, with Enterprise M3 contributing the lion's share, a weighty £1.4bn. A new pedestrian and cycle path opened this week in Guildford as part of a safer travel initative. Landscaping and further enhancements will follow in the Spring. The path, to the south of Bannister's Field, is approximately 3m wide and forms part of the first phase of the Sustainable Movement Corridor (SMC), a package of improvements between Surrey Research Park, Tesco Superstore, Royal Surrey County Hospital, Surrey Sports Park, Manor Park university campus and Guildford's mainline station. The SMC project is an important part of the Guildford Transport Strategy and Local Plan. Its aim is to improve journeys and encourage further growth and economic development in the area. Completion date for this first phase is spring 2021. Phase one has been funded through a generous grant from the Enterprise M3 Local Enterprise Partnership and match funded by the Council.
